David Mitchell’s practice areas include benefit-cost analysis, regional economic impact assessment, utility rate setting and financial planning, and natural resource valuation. Mr. Mitchell has in-depth knowledge of the water supply, water quality and environmental management challenges confronting natural resource management agencies.

Representative clients include: Alliance for Water Efficiency, California Urban Water Conservation Council, California Department of Water Resources, Tahoe Regional Planning Agency, Contra Costa Water District, East Bay Municipal Water District, Sonoma County Water Agency, Santa Clara Valley Water District, and Metropolitan Water District of Southern California.

Mr. Mitchell holds an M.S. in Agricultural and Resource Economics, and a B.S. in the Political Economy of Natural Resources, both from the University of California, Berkeley.

Steven Moss

Cofounder and principal of M.Cubed

Steven Moss specializes in resource economics and public policy analysis.  He has led numerous assignments focusing on energy, environmental, and land use issues.  He is co-author of A Guide for Reviewing Environmental Policy Studies and teaches in the Public Policy Program at Mills College.

Mr. Moss holds an M.S. in Public Policy from University of Michigan, Ann Arbor and a B.S. in Conservation of Natural Resources from the University of California, Berkeley.
